Halloween visual updates causing Pokémon GO to crash

Issue description: Halloween visual updates, such as orange PokéStops with pumpkin decorations, are causing increased Pokémon GO application crashes.
Issue status: This feature was temporarily disabled while we investigated. Halloween visuals are re-enabled and can now be viewed on the world map.
